COUNCIL ASSESSMENT PANEL EXPRESSIONS OF INTEREST FOR INDEPENDENT MEMBERS OF THE CITY OF HOLDFAST BAY’S COUNCIL ASSESSMENT PANEL

Located at the heart of the metropolitan coast, the City of Holdfast Bay is a dynamic coastal area with exciting planning and development challenges.

The current term of Council’s Assessment Panel (CAP) is nearing completion, and the City of Holdfast Bay is looking to fill four Independent Member positions on the CAP, one of whom will be the Presiding Member. These Independent Members will sit together with one elected Council Member to comprise a five-member panel.

The role of the CAP is to make decisions on planning applications delegated to it and to advise Council on development assessment trends and issues.

The Independent Members of the CAP should possess the following attributes:

• Reasonable knowledge of the operation and requirements of the Planning, Development and Infrastructure Act 2016;
• Suitable qualifications and experience to meet the requirements for accreditation pursuant to Planning, Development and Infrastructure (Accredited Professionals) Regulations 2018;
• Appropriate qualifications and experience in a field that is relevant to the activities of the Panel, such as urban planning, urban design, planning or environmental law, architecture, and construction management, engineering (civil or traffic); and
• Minimal potential as a result of employment, business, financial or personal interests for issues of conflict of interest to arise in the role of an Independent Member on the Panel.

Applicants should indicate whether they wish to be considered for the role of Independent Presiding Member in their written submission.

Independent Members will be compensated for their time and expertise by an appropriate level of remuneration. Members will be selected by Council, and it is anticipated that the new CAP will commence in late April 2025.
