NC Coal Company Pty Limited
Resource activity: Mining activity relating to a mining lease
It is advised that NC Coal Company Pty Ltd has lodged an application for a major amendment to an environmental authority in accordance with the requirements of the Environmental Protection Act 1994. The environmental authority being amended is EPML00817713.
The application relates to a major amendment to the Environmental Authority authorising an open cut coal mining operation located within the Bowen Basin, approximately 130 km west of Mackay and 30 km north-west of Glenden.
The resource activity (which includes mining black coal) is proposed to occur on the following tenure(s) and will involve:
ML4748, ML4754, ML4755, ML4761, ML4771,ML4774, ML10176, ML10316, ML10317, ML10322, ML10348, ML10352, ML10361, ML10362, and ML70460
The application documents for the project consist of the amendment application made on 15 September 2023 (as changed by the change application made on 12 July 2024), associated mapping and proposed conditions of the Environmental Authority EPML00817713 that relate to the amendment application. This amendment application is seeking amendments to conditions about:
• the designated Post Mining Land Use (PMLU) for the site. The current EA imposes a maximum 15% on slopes for land with a grazing PMLU. The amendment application is seeking to define and limit where land with a grazing PMLU would exceed a 15% slope; and
• the inclusion of additional Non-Use Management Areas (NUMAs). The change application changes the proposed closure land outcome of five final voids, resulting in five additional NUMAs.

The Department of Environment, Science and Innovation as administering authority shall accept all properly made submissions and may accept written submissions even if they are not properly made. A properly made submission must meet all of the following requirements:
• be written or made electronically
• state the name and address of each submitter

• state the grounds of the submission and the facts and circumstances relied on in support of the grounds.
