PUBLIC ENVIRONMENT REPORT FOR NORTHBANK ENTERPRISE HUB
EPBC 2021/9058
Northbank Enterprise Hub Pty Ltd proposes the development of a business and industrial park (the Action) at Tomago, NSW. The Action involves subdivision of the site (Lot 1001 DP 1127780) in stages, earthworks, road construction, augmentation of existing services, landscaping and implementation of environmental controls.
The Proponent is currently seeking approval under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). The Action has already been granted project approval under the NSW Environmental Planning and Assessment Act 1979.
The Action was determined to be a ‘controlled action’ under the EPBC Act, and that approval is required due to the potential for impacts on the following protected matters:
•the ecological character of a declared Ramsar wetland (Sections16 and 17B)
•listed threatened species and communities (Sections 18 and 18A)
•listed migratory species (Sections 20 and 20A).
The delegate of the Minister determined that the Action is to be assessed by a Public Environment Report (PER). The draft PER was published for public comment from 20 August to 16 September 2024. The PER was updated to reflect the submissions received during the exhibition period and on 25 October 2024, the Department declared the final PER to be adequate and directed that it be published in accordance with section 99(4) of the EPBC Act.
The final PER will be made publicly available for 20 business days from 7 November to 4 December 2024. Please note that this publication is for public awareness only (i.e. not for public comment).
