Section 11 Dog off-leash areas
1. By Local Law No. 2 (Animal Management) 2011, section 11:
(a) Toowoomba Regional Council (“Council”) may, by resolution, specify, a designated area within a public place as an area where a dog is not required to be on a leash (a dog off-leash area). Council must specify the conditions of the designated area including:
(i) Time restrictions; or (ii) Whether the conditions are relevant for specific days; or(iii) Whether there are specified hours on specified days.
(b) before making a resolution under paragraph (a), Council must:
(i) consult with the public for at least 21 days about each proposed restriction; and
(ii) consider every submission properly made to it about each proposed restriction.
2. Under Local Law No. 2 (Animal Management) 2011, section 11, Council proposes to, by resolution, designate an additional area adjacent to the Clearview Street Park dog off-leash area in the Black Gully Linear Corridor as a dog off-leash area.
3. Written submissions by any person in support of, or objecting to, the proposed designation in paragraph 2 are invited for a period commencing on 2 September 2024 and ending on 4 October 2024 (the “consultation period”).
4. Written submissions must be received on or before 4 October 2024. Each submission must include:
(a) the full proper name and address of the submitter; and
(b) the grounds of the submission; and
(c) the facts and circumstances relied on in support of the grounds.
5. During the consultation period a copy of the Council report and decision recommending these designations can be viewed by:
(a) visiting Council’s Website at www.tr.qld.gov.au; or
(b) calling Council’s Customer Service Centre on 131 872; or
(c) visiting Council’s public Offices located at:
